City had more off-the-ball work to do as the Hornets dictated much of the possession in the first half, before Dean Holden's side put the visitors on the backfoot for much of the second half.
They couldn't find a winning goal but the result means City are now unbeaten in their last four games and have secured three clean sheets in a row.
