Keith Millen says factors away from Bristol City have hampered his progress in player recruitment.
The City boss revealed on Player that he has met potential new signings this week but outside factors - namely agents and other clubs - have prevented them from putting pen to paper.
In an exclusive Player interview, Keith said: "It's beyond frustration and I've learnt very quickly not to let myself get down about it.
"I'd like to say to the fans: the club is doing everything in its power to improve the squad. The chairman has been fantastic along with Colin (Sexstone, chief executive).
"Financially there is no problem. We have valuations of players and on a few deals we have come to an agreement. The change of manager here hasn't been an issue either.
"It's beyond frustration and I've learnt very quickly not to let myself get down about it."

"I've met with a few players and they were happy to join us. We've just been hampered by issues that we can't control, which is very frustrating.
"Other people, away from Bristol City, are dictating when a transfer can happen. I'm talking agents and other clubs. It's a case of the timings of it all.
"You quite often find that one transfer can have a knock-on effect for another deal. We seem to be caught in a chain at the minute.
"We're chasing deals all day, every day, but it's unlikely that something will happen before Saturday (versus Barnsley)."
