Gary Johnson has lambasted the transfer system ahead of Monday's deadline.
The City boss spoke of his frustration at the transfer window system at his weekly press conference, as he was quizzed by the media about his own plans.
Permanent deals can only be done until midnight on September 1st - a day later than planned due to the weekend. Emergency loans are available to Football League clubs after this period.
"There are always things bubbling," he told bcfc.co.uk. "But I've said this before and I'll say again until I'm blue in the face, if anyone can tell me anything that's right about the current system then please do so.
"No one's ever told me one good reason and I've certainly not thought of one. It makes everyone unsettled; players, managers and chairmen.
"The sooner Tuesday morning comes around the better.
"I'll not do anything for the sake of it or because I'm panicking. I'm happy with the squad and if I can enhance it then I'll do it."
He added: "If something does need to happen after midnight on Monday then we have the emergency loan. We try to use it as an emergency only, unlike some clubs."
